Triggering allocation schedule

Hi,

I noticed in 3 different environments a change on the Allocation Schedule page. In the past, I could trigger the allocation JE from the list by pressing the Enter link in the ENTER column. Now, only Admin gets the Enter link, and all other roles I checked get only the View link.

How can I give all users the option to click Enter and trigger the allocation from the allocation schedule link?
