Item not appearing in Replenish Location By Transfer Order Screen

I have an item with a reorder point set to 5pcs at Location A. We have back orders of 46 pcs in Location A. We have 400pcs available in location B. This is not coming into the Replenish Location By Transfer Orders screen. The only thing I can see is an open purchase order against Location A for this item, but I thought purchase orders would not affect Transfer Orders. Can anyone shed any light in this behaviour please?
