Use of Custom Segments in the distribution template on a vendor bill is not available

I have found this was addressed in a below question put to the community but I am unable to click the 2 boxes which would enable custom segments on the distribution template per the guidance given in the below. Netsuite customer support is telling me this is a limitation of the system, which is different than the answer to this question posted in the community. Is it really an option and if so, why can't I click the 2 boxes to enable those custom segments on the distribution template?
