Custom List Search on Portlet

I created a Custom Search from a Custom List. All roles can view the Custom Search, however, the search is only available in a Custom Search Portlet Setup for the Admin role. No other role can add this to a Custom Search Portlet. They can add to the Reminder Portlet only.

The search is public, all roles have Access, Available as Dashboard View is checked. Roles have Publish Search & Custom Lists permissions.

I am at a loss on this one. Thank you.
