Item Fulfillment Tracking Numbers?

I am working with Send Email in a workflow on Item Fulfillment Transactions. In the custom email field I am trying to include tracking. {trackingnumbers} doesn't work within the email, however, creating a saved search with text formula {trackingnumbers} does show tracking. I am not sure why this is working through searches but not within the workflow.
