Can we default a fulfillment to always be generated with just ONE package line?

Can we make NetSuite just default to ONE package per fulfillment when the fulfillment is generated from a sales order? We'll add more packages later if needed. The extra packages by default are a nuisance. It always tries to "auto-pack" or determine the number of packages needed by looking at the contents of the sales order and start the fulfillment with the right number of lines in the packages sublist.

This causes us all kinds of problems.

For example: We import tracking from a 3rd party into NetSuite and just one tracking number per fulfillment. IF the fulfillment, in NetSuite, has TWO packages …after the import, NetSuite ends up with the one shipped package (that we imported) plus the extra package is still there, but left blank with no tracking. This breaks things down stream when we export the shipping details off to Amazon.
