Workflow: Is it possible to populate a custom segment once you select the customer on line level?

Hi Team,

I am looking for a way to populate the custom segment every time a customer is selected on the line level of a vendor bill. Is this possible by a Workflow? Please see screenshot below:

Billable? is a custom segment. The behavior that I would like to achieve is when Constituent field is not blank, billable? will auto populate.
