cannot open any existing withholding tax code or create new code

Hi Gurus,

Navigating to Setup > Withholding Tax > Tax Codes > then open any existing WHT Code or create new Code, we get the error: an nlobjsearchfilter contains an invalid operator or is not in proper syntax: category.

We've checked via saved search and none of the existing codes have any defined Effective Date (based on suiteanswer # 63552).

The WHT codes were imported instead of created via UI. What did we miss out in the importing? And how can we fix this?
