case inside partition by

Hi,

What is the correct format to use CASE inside of OVER (PARTITION BY inside of saved search?

When I use the formula below inside a saved search, it only returns results on the lines that have an invoice. I need it to enter the data for the rest of the transaction types. Essentially, this should enter the related invoice number on each line without leaving any blanks.
