Unable to Launch a Power Query Report as a user

We are trying to launch a report in Excel as a user, if I do it then it works, but I have admin rights, if I use the clients email i get the error message attached. I have check the security permissions and the report allows Web Query and the access is set to All Employees. I have checked the Roles and the user has access to the Transaction Details Reports, no restrictions to webquery and User Token added.
