Reopening an Outside Manufacturing PO Line

A user closed a PO line for an outsourced manufacturing item. It then subsequently closed the work order. Since the work order could not be reopened it, I deleted it, which allowed me to reopen the PO line, but the create work order link returned an error

Invalid customform reference key 62.

Is there a way around this error, or can these lines just not be reopened?
