reducing licensing qty user

hi expert,

i want to ask about number of qty licenses.

for example just now, client has qty 30, in the next year, client has subscribe to reduce to 25.

after that, if i see on view billing, Current Provisioned Qty = 25, but Current Used Qty is still 30.

how this is can happen ?

is there any problem if still using 30 ?
