How to close work orders and avoid them committing items

Hello Community,

I have the following situation:

Old work orders not built the full WO quantity (status showing in progress).
I need to close these orders but I dont see the closing button and the suitelet under the Manufacturing menu:

We are not using wip and routings (not provisioned to our account).

Would like some help how to clean up these WOs and change their status to ensure the items does not try to commit inventory.
