Bin Putaway Worksheet different for WMS Manager

What is this Bin Putaway Worksheet page? I entered the location, hit submit and it gives me this message. This is the only page result I get for Bin Putaway when logged in as WMS Manager

But as an admin mine looks completely different and as expected.

I want to give the WMS Manager the same page I see as Admin. Are these different pages and how would I set it up?
