WIP and Routings, Operational Task at zero cost.

I am trying capture time and not any cost for a operational step when completing work orders. I have put in a zero cost cost center and assigned it to the Manufacturing Routings but when I go to complete the WO is still comes out with a cost for that step at the end. Can anyone assist in steps to make this work properly.
