"You cannot decrease the line item quantity below the quantity released to the warehouse."

My users get this error when trying to change some Sales Orders that have been released to the warehouse for picking.

Does anyone know how to work around it or fix it? I can't delete a wave, I have no way of identifying on the Sales Order which is the affected item, NetSuite support said I should look at SuiteAnswers but searching for the error phrase returns nothing useful.

I mostly don't understand how the Sales Order is in this state, it has been saved where the Quantity already does not match the Quantity Released to the Warehouse, so I can't even and save the record without changing anything as it's already loaded in a broken state. How could this be possible?
