How to Configure Shipping for FedEx One Rate

I'm trying to configure FedEx One Rate along with NetSuite WMS. The instructions for One Rate in SuiteAnswers are unclear and appear to have legacy instructions. At one point it says to click the One Rate check box on the shipping item.(which does not exist)

Anyone have experience with this? Or have a good set of instructions I can step through?
