Why is there a difference in assembly build costs and GL impact?

I have the following scenario:
- An account is using standard costs for both the components of an assembly and the finished assembly
- The standard costs are the same across all locations
- work orders are not being used.
- assembly builds are created directly
- there is no difference in BOMs across locations
- Both assembly builds, from different locations, show the same quantity used of all components with no differences
- WIP and Routing is not used
With the above scenario, I would expect the GL impact and total costs to tbe the same for two assemblies built in different locations where the quantity produced and, as a result, components consumed are exactly the same.
