Starting/Ending Operation affecting component availability on WOI

Hello, I have a similar issue to another user, but the answer does not make sense in my case.

In my case, I have a nested Work Order. WO1 requires WO2 to be completed first so create a component. I complete WO2 and attempt to issue the resulting component to WO1. If Starting/Ending operations are entered, the qty drops to zero and one cannot select the inventory detail for the component. The above thread makes it seem as though this is native functionality and reasonable, which I would agree with if one only had to update the qty and then select the inventory detail. However, even after updating the qty, it's like the inventory does not exist. Even stranger,
