Single user cannot open Items sucessfully

really random one, i have a single user who cannot get any item to load sucessfully.
He goes to the item list, then clicks either edit or view on any item and the item will load, but the record never stops loading (using chrome the round circle remains on the tab). So the user cannot then do anyhting else in the screen.
I have had other users load the same items with no issues, and then to make it even weirder when i did a screen share with the user, the issue was there until i started a screen record and then it worked, stopped the recording and the issue returned
