Project Task Unit Cost != Employee Labor Cost

I have an account where the unit cost on an assignment on a project task is not equal to the labor cost on the employee record. The employee record labor cost was accurate at the time of the assignment.

This is inconsistent and not related to any customization that would be changing the unit cost.

Has anyone seen this and can you provide details to resolve.
