Scheduled Workflow Transition - Backend Scheduler

Is anybody familiar with the Backend Scheduler that handles scheduled workflow transitions? We have a transition with a 1 hour schedule that is taking 2-3 days to transition, I suspect the scheduler is overwhelmed (we have 100k records in this state waiting to transition), want to know how I can troubleshoot the issue.

On a potentially related note, our NetSuite instance is intermittently very slow, it's taking 25-30 seconds to load a customer, with 80% of that time being "Server".
