Missing Tax Code on Sales Tax Payment

We're trying to create a sales tax payment to a county but it's not listed on that page because it has a credit balance.

(We overpaid them on a previous sales tax payment back in October).

Is there any way to show counties with a credit balance on the sales tax payment page?
