Consuming More of a Component than Listed on the Bill of Materials?

We recently implemented the WIP and Routing and Manufacturing Routing and Work Center modules and want to know if there is a way to issue or consume more components than what's listed on the BOM. How can this be done?

We are a job shop and steel is one of the main components we use in our work orders. Let's say we have a routing operation that calls for 6 sheets of steel. Sometimes, however, the steel is warped or damaged or cannot be used. In that case, we need to use 7 or 8 sheets of steel. We figured we could overcome this by doing
