In setting quota, unable to see the list of sale rep in Rep field

Hi
In establish quota, unable to see the list of sales rep to select for a subsidiary. we only have 2 subsidiaries.
this is a custom sales manager role, all the sales reps use the same role. its not restricted to a certain subsidiary. we are using netsuite oneworld

In this custom role -
Transactions- established quota is full,
all the sales rep has the sales rep ticked in the employee record.
List>employee record>edit. though it should be view
List>subsidiaries>view
