Electronic Bank Payments plug-in is not displayed

Hi Guys,

The article below describes how to customize the Payment Processing Pages.
NetSuite Applications Suite - Custom Payment Processing Suitelet for All Standard Suitelets
But '17239_ep_api_plugin.js' is not displayed When I perform the steps for Setting Up Custom Plug-in.

I also checked that Electronic Bank Payments is installed.

May I know why and how to add the plug-in?
