Missing Contacts Sublist on one customer but not others

If you can see below, the Contacts sublist under Relationships is missing for one customer I have. It shows on other customers, but not this one. What could be the problem?

I need the Contacts sublist to add new contact and give the contact Access to the Customer Center. I have tried adding contacts directly by Customer → List → Contacts → New and adding the company name to it, but that contact still doesn't show up to be able to give them access.
