Shipping Country - Tax Codes

I thought NetSuite used Shipping Country to determine Tax codes for the sales order. In my current order, shipping country is Singapore, and i have added item in the order belonging to a specific subsidiary and tax code listed are not Singapore tax codes. What am i missing here?
