Journal Entry Editability – Locked Period

Hello,
I have two approved JEs. The period is closed, and both JEs have the locked icon. However, one of them is still editable, while the other is not.

The editable one is the one where the tax rate is not included.

Why is that? One JE has a tax rate and the other does not. Is that the reason? Ty.
