Printing Commercial Invoices

We need to print Commercial Invoices for some orders. Additional complexity is that some of these orders are at $0 - sample orders for instance. But we have to show a value on the CI such as cost.
I have read through everything I can find. It seems the Advanced Localization Bundle has to be installed. I installed that in our sandbox. But the commercial invoice template would need to be edited.
There must be a better way just to get Commercial Invoices?
