Bank rules for debit transactions such as bank fees, merchant fees

Hi, we have 100+ bank accounts and would like to know the most efficient way to handle regular outgoing payments , for example, bank fees. As auto create rules don't apply to outgoing payments it would be great if someone in a similar situation had an efficient way to handle these regular outgoing payments. Thanks Damian
