Workflow to Email when a transfer order is entered to location

I am trying to create a workflow to send an email to the inventory specialist when a transfer order has been entered to that location. Here is the workflow and criteria. The Log is telling me it is triggering but it is unable to find the To Location. Any thoughts on what I am doing wrong? Thanks for any help. It is driving me crazy and i know it is something simple.
