Primary Filter Set on Demographics Page of User record

Hello! When we set up a new user in SPP, the primary filter set drop down is required however in order to populate it, you have to go the Filter Set tab. We often go through the process of entering fields on the Demographic form and then realize we forgot to go to the Filter set tab first. It seems counter intuitive to have to go to 6th tab first? Any ideas on how to resolve this (other than having to remember each time)?
