Field name/label change not taking effect for other users.

Sorry, I feel like I've asked this question before but can't find it in my profile or from searching.
I've been changing the names/labels of a number of my transaction body fields and the changes don't appear to apply for all users, rather few users if any.
For this example I'm looking at the field TT Shipping Instructions which I have renamed to Delivery Instructions from Customer and this appears correctly in my instance.
Here in the list of fields its label/description is as it should be.
When applying the field to forms, I've made sure here to set the correct label.
