Free Gift Promotion on Quotes is giving -£100 instead of 100%

Hi all, bit urgent as the promotion is up and running so I've also reached out to support for this.

I've created a promotion (screenshots appear to be broken, I will add later) for a free gift when spending over £1000.
This promotion is working correctly on Sales Orders, but for some reason when doing the same thing on a quote, the Discount Item that gets added is added with a rate of -£100 instead of 100% off the free item.

Has this happened to anyone else before? I can't find any information on this error.
