Creating New Invoice Throwing Error -Workflow Execution Usage Limit Exceeded

While creating a new invoice in the system, I encountered the error shown in the attached screenshot. This is unusual, as I have never experienced this issue before.
As part of troubleshooting, I inactivated all scripts and workflows associated with invoices, but the error still persists.
Could you please advise on what might be causing this issue or suggest the next steps for investigation?
