Fulfill Button Taking me to Bulk Fulfill Sales Order page and not to the Item fulfillment Record.

When I select the Fulfill button on my Sales Order in our new location, it is sending me to the Bulk Fulfillment Page and not the item fulfillment.

There is only one line to fulfill and the item to fulfill is not duplicated on Sales Order. In our other locations when we select the fulfill button on the Sales Order it brings up the Item Fulfillment record and NOT the Bulk Fulfillment page. Any thoughts
