Have you considered adding a prep step in a dataset or subject are to convert to an easier to use format? Usage tracking is logged in UTC for clarity on the meaning. This can be easily handled in queries or at the reporting level. For example you could use: TIMESTAMPADD(SQL_TSI_HOUR, +12 ,TIMECOLUMNHERE)

If you want a different year -- you will need to have the viz ignore the workbook level filter and then add a new filter either to the canvas or at the viz level. That could work. Say your year for the filter is 2024 (the session variable above). Then if you look at table such as "Termination date" you can filter it like this YEAR(Termination Date) = 2024.
