Add Notes functionality with security based on conditional report

Description
This ability should allow us to add a note in a report, however, the security of that note should be based on conditional report (similar 'Add Note' functionality was implemented in Data Visualization).
Use Case and Business Need
These features will allow for some extra information to be added in the reports, while also being secured.
