Ability to define imported dataset file charset in OAC

Description
When importing a data set from a file, there would be a way to define the file's charset (for example UTF-8, ISO-8859-1, ANSI, etc) in data set import screen.
Use Case and Business Need
At the moment you have to change csv/txt file's charset to UTF-8 before you import them to OAC. This is cumbersome since not all file's are orginally in UTF-8. If you could select the csv/txt file's charset in import screen, this problem would go a way. This problem arises especially if you live in country where umlauts are urea (like åäöê)
This would allow more end users to work with imported data since not all of normal business users know how to change file charset before importing to OAC.

Thanks for submitting the idea. This is a good suggestion. Question - What is the current default encoding of your files? Are you able to share one?

Most are encoded in UTF-8. These work, but in Northern Europe users try to import csv's also iso-8859-1 and iso-8859-15 files. Any iso-8859-1 file with umlauts(äöå..) should show the problem in OAC.
