Ability to give permissions to 'Save' button ONLY, and not 'Save As'

Description (Required):
While we have the ability to give other users different permissions on a workbook (different combinations between 'Share' and 'Access' tabs), a combination where we give them the ability to only have the 'Save' button on is not possible (without them having 'Save As' also).
Current combinations between 'Share' and 'Access' tabs do not allow for this outcome to be possible (attached printscreen showing all possible outcomes we could find). We should be able to give access to 'Save' button only, without also giving them the ability to 'Save As'.
The closest we can get now is: Share tab -> Edit + Access tab -> Read-Write. However, this gives access to 'Save' + 'Save As' and we need to give them only 'Save' button.
Use Case and Business Need (Required):
This is very helpful when a team is using multiple Workbooks and you need to track the usage on those in order to optimize or decommission them. If they can 'Save As', we cannot properly track the usage anymore because they can create a copy of their own. Giving them the ability to overwrite a project using 'Save' button would solve their needs to make changes to the Workbook and they won't have to create copies that we cannot track the usage for.

In addition, there should be a 'save as' function when you leave report without saving. Right now, it just prompts you to save or cancel, see screen print.
