Finer grain cache purging in OAC by schedule

Description (Required):

Enable administrators to be able to clear cache by table or subject area (as defined in RPD) by schedule / command line interface / API.

Use Case and Business Need (Required):

OBIEE allowed us to call SAPurgeCacheByTable using nqcmd from Linux shell scripts. We created a separate script for each logical data set (effectively a presentation subject area but not always) and were able to all these shell scripts as part of our ETL workflows. While upgrading to OAC, as we no longer have access to OS shell, we aren't able to replicate this same functionality - we are only able to purge all cache using OAC REST API dbcache.
