Allow Favorites even though user don't have personal storage access

Description (Required):

On our OAC environment, normal user (BI Consumers, BI Authors) are not able to access Favorites. BI Admin users are able to access. We wanted to enable for all users.

Our privs look like below.

Favorites Menu is enabled for BI Consumer

Personal Storage (My Folders and My Dashboard) are enabled for BI Service Administrator

We don’t want to enable personal storage to all the users as they are copying shared folder reports and modifying the filters which we don’t want to happen.

Given this, please suggest how to enable favorites to bi consumer role.

Use Case and Business Need (Required):

Favorites should be available for normal users too, it should not depend on personal folder access.
