OBIEE 12c - Cache - Not working

Working on Windows 2008 Server with OBIEE 12.2.1.0.0

My NQSConfig.ini shows ENABLED = YES for the caching option. (Actually, it shows all of the defaults, because I haven't changed anything.) All of the tables in my repository have caching enabled. However, there are no entries shown when I look at 'Manage ~ Cache' in the Admin Tool in online mode. And no analyses are pulling from the cache, not even the ones that would ordinarily quite clearly pull from the cache.

Has something changed in 12c related to enabling data caching?
