We would like the ability to provide payroll costing reports & analytics to users that do not have access to the HCM forms e.g. my client groups. 

Use Case and Business Need

currently this is not possible as to give this access to users you would also need to provide them with access to the forms (which can be hidden through a personalisation) but sadly users can still access employee details through different methods such as drilling down from the action log in the Journal creation form or the requestor field when raising an order via the username.

the business need is that accountancy require independent access to payroll costing reports in order to support the budget monitoring & forecast process but do not & should not be able to see sensitive information such as absence reasons (GDPR issue)

More details

we have tried to achieve this by creating custom copies of the following roles & removing particular privileges that are not required:

HR Analyst Data Role
Human Resource Analyst (Job Role)
Payroll Manager Data Role
Payroll Manager (Job Role)

We also created a personalisation to hide 'My client Groups' for the users that have the newly created roles assigned, however we were not able to completely remove the access as users were still able to drill down to employee information as mentioned above.
