[Urgent] Can a new Oracle Data Visualization 12c 12.2.4.0.0 connect to a on-premise database? or DBCS?(Database Cloud Service)?

My customer wants to connect DVCS directly with the existing on-premise database  but as far as I know, the only way is to export the table in JSON format & send it to DVCS using REST API (curl method)

I know that DV Desktop can connect to database but DV Cloud service(DVCS) cannot.

Are these correct?

DVCS connects to DBCS; on-prem requires secure network setup.
