Hi,

Do we know when this feature will be made operational?

The known issues doc has the following statement -

Publish to Cloud Functionality Not Yet Operational In Data Visualization Desktop

You can select the Publish to Cloud option to publish a project for use with Oracle Analytics Cloud. Because the current version of Oracle Analytics Cloud can't accept such projects, this functionality isn't yet operational. This issue has no workaround.
