Supplied sample XML file does not allow bursting

I have used bursting before, and I am stumped as to why I am getting this error:

"Supplied sample XML file does not allow bursting"

What are the reasons that my sample XML file won't allow bursting.  I did make MINOR modification to the query - and I regenerated the sample data file, and schema file.

I tried searching the forums for this error - and could not find any relevant posts.
