Is there a way to Give Access to Reports DATA without provisioning Jobs roles to User

Hi All, I have assigned "Custom BI Administrator role" to user and also gave full access to reports. But, if the user want to get report data I need to add Accounts Payables Job roles to user. Is there a way to give access to reports view data without provisioning JOB roles. Please help me with this. Thanks in Advance, Regards, Shiek.
