Hello Jai,
RDG is latest version of RDC from higher level perspective. To be more brief RDG replaces RDC connection to on-prem data sources for OAC-DV. To connect to an on-prem data source to RPD-Admin tool , we must go with RDC as the RDG is not available for RPD tool yet.(unlike OAC-DV) And also in RDC we will configure ports & some network settings which are all seamless and automatically configured in RDG & this best suits OAC-DV because it is hosted as a PaaS service on cloud with a valid CIDR-ranges which do not vary anytime unlike locally hosted Admin tool, so to connect to RPD we must go with RDC for now.

How is it that DV can connect to the on-prem DB directly after RDG setup but the RPD deployed on OAC cannot?

So according to my share of expertise & knowledge on this - OAC is a Cloud service(PaaS) , so when we create an instance of OAC it has a CIDR range associated with it based on the region we had deployed the instance. What is effectively being done in RDG is once we get the OAC URL after we login to the instance we had created earlier, it is being given as a field in a RDG client application(attached) which is installed at on-prem data source system to which you want to connect & we will generate a key for that particular URL. So when you make a connection to the on-prem data source from the URL, where RDG is already configured with the key we generated earlier, it cross-checks & gives access. So here RDG effectively solved some of the manual configurations needed to be done via RDC.
Where as a RPD is a OBIEE repository database built using BI Admin tool( is an Oracle Analytics Developer client tool for data-modeling) & its on local server/system hence we can't generate a key like above (as the tool don't have any URL attached), so once you upload a RPD to OAC, the RPD can be edited only using the BI Admin tool & to connect this tool to on-prem data sources we need to go with RDC for now.
